Celtic is a EUREKA cluster and the only European R-D programme in ICT fully dedicated to end-to-end telecommunication solutions. Two new highly sophisticated methods for monitoring keyhole surgery and detecting disease have been developed and could revolutionise diagnostic techniques and surgery. 1 method uses state-of-the-art computer science to help surgeons pinpoint the exact position of a diseased cell and the other is a computer monitored capsule that can travel through the body searching for signs of illness.
The European Commission (EC) has recognized that ICTs and ICT-based innovations may provide one of the potentially most cost-effective means to achieve the 2020 targets. The EC aims at creating a policy framework that will allow the energy-saving potential of ICTs to be widely recognized and exploited. The EU 2020 targets at reducing carbon emissions by 20%, increasing the share of renewables in energy consumption to 20%, saving 20% of the EU's energy consumption.

The MATERA+ Call 2009 for proposals for transnational European projects is open.
