The 'Research and Innovation' and 'Higher Education' departments implement the policies linked to R&D and innovation determined within the Ministry of Higher Education and Research, one of the founding members of Luxinnovation.

'Research and Innovation' department
|
At national level
|
The department determines, coordinates and implements the pluriannual planning of public R&D of which the key players are the:

Within the framework of a public-private-partnership approach, the department seeks to focus national R&D efforts on a limited number of topics with obvious potential with a view to setting up genuine centres of scientific and technological excellence. Furthermore, the department also endeavours to promote entrepreneurship and the transfer of technology and innovation.

Although the key players are responsible for implementing policies relating to innovation and R&D, the department does however carry out a number of tasks, such as managing the programme for training-through-research fellowships for graduates holding doctoral and post-doctoral degrees who are involved in a research project where the results could be exploited in Luxembourg.
|
Consolidating, mobilising and nurturing the pool of human resources required to develop research at national level feature among the priorities of the department, which also manages study grants from private foundations.

At European level
|
The department coordinates and implements scientific and technological cooperation at interregional, European and international level.
|
It represents Luxembourg within the various European and international research organisations, particularly the European Union, the EU's Council of Ministers responsible for R&D and the Organisation for Economic Cooperation and Development (OECD). In addition, the department seeks to implement a national action plan in the field of space and aeronautical science and technology aimed at enhancing Luxembourg's membership (since June 2005) of the European Space Agency (ESA).

In particular, the department encourages more Luxembourg players to participate in European programmes and initiatives in the field of scientific and technological cooperation, principally through the EU's Framework Programmes for Research and Development (FP).

'Higher Education' department
|
The department is responsible for the development and continuity of Luxembourg's higher education sector.
|
The foundation of the University of Luxembourg in 2003 created a new awareness, particularly for Luxembourg's higher education sector, and highlighted its development potential at national, European and international level. Today, the University of Luxembourg comprises 3 faculties:

- the Faculty of Science, Technology and Communication;
- the Faculty of Law, Economics and Finance;
- the Faculty of Language and Literature, Humanities, Arts and Education.

Founded in 1974, the International University Institute Luxembourg (IUIL) is now linked to the ministry's 'Higher Education' department and works together with the University of Luxembourg, among others. Furthermore, the ministry spurs the creation of a 'higher education area' and the development of synergies between the University of Luxembourg, Public Research Centres and companies.

The "Higher Education" department is also involved in the project of the "City of Sciences, Research and Innovation" in Esch/Belval. The Science Park programme is organised around: higher education and research, student life, the activity of "start up" companies, secondary education, state services and administration, cultural life, sports and leisure.

Heavily involved in introducing post-graduate training, the department is also active at European level within the context of the Bologna Process, SOCRATES programmes and the network for recognising and approving university degrees (only in French), and at international level within the framework of the Campus Europa project (European University Foundation - Campus Europa) (only in French).
|
Furthermore, the department is responsible for documentation on national and international higher education and manages State support for higher education (only in French) through its Centre for Documentation and Information on Higher Education (CEDIES) (only in French).
|
It is also active on several committees, including the National Consultative Ethics Committee for Life and Health Sciences. The department's responsibilities include the RESTENA Foundation (Teleinformatics Network for National Education), which operates and uses the high-performance network (in operation since 1989) of the education and research community in Luxembourg.
